myidea new/list/explore: deterministic grounding (org repos, design-plan index, sibling ideas), exactly one Engine call producing the exploration brief (restatement, cite-only overlaps, contract fit, risks, smallest slice, verdict, questions), posted as an issue comment through Policy.
