Storage node

#1773: No longer accept blobs encoded with the RedStuff/RaptorQ encoding type.

#1735: Support a fallback bucket from which to get checkpoints if they are unavailable from the main RPC node. Can be activated by adding the following to the node configuration file (example for Mainnet):

  rpc_fallback_config:
    checkpoint_bucket: https://checkpoints.mainnet.sui.io

#1779: The node regularly checks the wallet's SUI balance, exposes it as a metric, and logs warnings if it drops below some configurable threshold.
