#3814: adds the blob_info_snapshot.certify config flag (default false), a new RocksDB column family blob_info_snapshot_publication (created automatically on the first start), and metrics under blob_info_snapshot_* for serialize, encode, and certify durations and errors, publications found uncertified, and the epoch of the latest certified snapshot. Enabling certify requires the version-4 system contract; on an older contract the node's attestations fail and are counted, and nothing else changes. No operator action is required by default.
#3758: encoding the blob info snapshot at the epoch boundary no longer holds the snapshot's full erasure-coded expansion in memory; peak memory for that step drops from about 5.5 times the snapshot size to about 1.7 times.
#3855: The WALRUS_GRPC_MIGRATION_LEVEL environment variable is no longer read; the node always uses Sui gRPC. You can remove it from your environment.
#3863: Nodes configured for the public testnet now attest their blob info snapshot on chain at each epoch boundary by default (blob_info_snapshot.certify defaults to true on testnet). Set blob_info_snapshot: {certify: false} in the node config to opt out. The default on mainnet and other networks is unchanged.
