Localization Test Perturbations

New Testing Utility:

• A ‘uniform’ perturb option for testing localization. Perturbs the ensemble so localization
  is the only source of variability in the increment. #1157 #967

MOM6 read_model_time improvements:

• Allow user to set a reference date different to the MOM6 reference time 0001-01-01:00:00:00. #1156 #959
• Allow ‘time’ dimension to be called 'Time' or 'time' (restart vs history).
• Allow fractions of days in the time, (variable in the file is real not int).

Quad_utilties_mod improvements:

• Reduced memory usage for quad_utilities: 3D scratch arrays replaced with compressed sparse row format. #979
• Removed the hardcoded grid search dimensions, now calculated from the grid.

Repo change:

• .mailmap file to map various emails, author names and aliases to individual people.
