Make the CUDA solvers available through the MUSICA, MUSICA-Fortran, and MUSICA-Python APIs.

Acceptance Criteria

• The CUDA Rosenbrock solver can be created and used through the MUSICA, MUSICA-Fortran, and MUSICA-Python APIs
