Port rda-python-icoads to the class-based rda_python_common API.

  • New pg_imma.py — class PgIMMA(PgOPT); legacy PgIMMA.py retained untouched as a module-level twin.
  • All 16 programs converted in place to classes with a module-level main() wrapper; filenames and console-script entry points unchanged.
  • Fixed the dead fixidx console script (the module is fixiidx.py).
  • Fixed countattmvar's PgLOG.PgLOG.cmdlog() typo, which raised AttributeError at the end of every successful run.
  • Declared the rda_python_dsrqst dependency needed by imma1_subset/msg3_subset, and a rda_python_common>=3.0.14 floor for the class API.
