Resume a partially filled month and backfill it before the next month.

  • Per-date transaction, so cntldb.inventory never holds a half-written date
  • Resume a crashed month from the first missing date; no manual db cleanup
  • Backfill a partial earlier month before filling the next one
  • Partial fill reported as a non-fatal error; the data update is not stopped
  • Resume/backfill notes shown in the dsupdt DETAIL section
  • Fix missing self. on CURRN3 in pg_imma.identify_attm_name()
