Alert when compute pressure telemetry is missing or stale

Compute OOM coverage now depends on four loopback pressure observers. Add managed alerts for fewer than four scrapeable targets and for any observer reporting invalid/stale pressure state, so the OOM alert cannot silently lose coverage.
