Prevents recurrence of superseded PRs #141–#145. Dependabot groups all root Go minor/patch updates into one PR; major changes stay separate. The agent-first runbook defines the exact two-commit provider source/reproducible-manifest procedure and explains why GARM remains unchanged. Focused contract tests pass.
