Summary

  • preserve the distinct CPU allowance-envelope reason
  • include the existing insufficient-cpu capacity marker in provider errors
  • prevent bounded envelope rejection from becoming terminal provider failure
  • publish reproducible provider v0.1.5-nddev.76

Natural defect

Provider .75 correctly bounded the burst, but GARM classified the new reason as provider. Natural PR traffic created terminal three-attempt records instead of shared capacity backoff.
