Closes #225.\n\nAdds a hardened loopback pressure-state observer for compute hosts. It exports the existing
gha_fleet_host_oom_kills_totalcounter plus freshness and pressure-open gauges, so the existing managed OOM alert covers compute and services hosts without duplicate semantics. Invalid or stale state fails closed.\n\nValidation:make verify.
