Outcome
Fleet contract v5 treats published memory and disk values as guaranteed minima. A private deployment may raise either ceiling without changing label, trust, isolation, network or CPU-envelope semantics; lowering resources still fails validation.
This removes an agent-first rollout blocker exposed by a real C/C++ CodeQL workload: the public class promised 6144 MiB and the private estate needs to provide 8192 MiB, which is strictly more capacity and cannot break a consumer.
Verification
make verifypasses, including new positive expansion and negative below-minimum tests.
