Public repositories must use GitHub-hosted runners only. Removes the private fleet canary/parity workflows, makes the representative benchmark GitHub-hosted-only, and adds a regression test forbidding self-hosted, nddev-linux, or Amsterdam runner identities in public workflows. Full go test ./... and actionlint pass.
