Chat bridge compatibility patch for stale Desktop Responses requests.

• Consumes the documented Responses reasoning controls (effort, summary, generate_summary, mode, and context) locally on Chat Completions.
• Unknown reasoning semantics remain fail-closed; Chat does not fabricate Responses reasoning output.
• Includes regression coverage and refreshed conversion/evidence matrices.
• Ships Windows and Linux normal/debug installers, manifests, and portable archives.
