Enable use of URIs, improve testing

The use of URIs is to enable these databases to be moved from being hosted on a beamline server to the central Mongo instance.

Testing was also significantly improved to remove the use of old yield/gen_test to more standard fixtures.

Thanks to Garrett Bischof (@gwbischof) for his help on both parts, but the testing in particular.

clean up return from update

• only return useful keys
• on DBs with replicas, queries on the full set return objects that cannot be serialized due to timestamps

release tornado version

allow more recent tornado to be used

also fixes some CI issues and updated pymongo calls
