What does this PR do ?
ci: Remove GHA workflow to update skills symlink
This workflow never worked because it attempted to push an update to the main branch but the repo has protection rules that prevent the service user from doing this. This shouldn't be necessary on an on-going basis anyway if the dev team puts the symlinks in place. So they will need to be responsible.
