Please provide a clear description of problem this feature solves

In a DPF environment, the "DPUFlavor" CR that NICo manages is immutable, and cannot change after it's written. So each change to the DPU flavor configuration generates a new CR.

Administrators of the site need the ability to control the bfcfg_parameters array in the resulting DPUFlavor configuration

Feature Description

Add a config parameter to nico api that specifies bfcfg parameters globally (all flavors) and a per-deployment flavor.
