Add features

This commit improves the codebase in multiple ways.

• Create new Config class to handle user configuration. Currently only saves microphone and audio format preferences.
• Change default audio format to mp3 128k.
• Now both microphone and audio format are written to the config file
• Add new console argument "fix". If the app fails in some way before writing the final audio file, this command can be used to traverse the SimpleRecorder folder and merge channels into final files.
• Add new console argument "format". Users can now set an explicit format. The choices are currently limited to .wav or 128k .mp3.

Alpha bugfixes

Fixed several critical bugs in testing.

The config file now stores the name of the desired input device instead of the enumerated integer id so that it can be properly re-discovered on subsequent app runs.

Alpha Release

The initial release of SimpleRecorder that functions as desired. Windows only.

Currently I'm only building for x64 systems.
