🎉 Osmium v26.12.2 — Apache-2.0 relicense, smoother installer updates & internal cleanups

✨ What's New

Relicensed under Apache-2.0 (previously MIT) — the full license text now ships as LICENSE, and a new NOTICE file carries the copyright attribution plus third-party dependency notices; both crate manifests now declare license = "Apache-2.0"

Updates no longer stall on the old uninstaller: the previous version's uninstaller is invoked with /UPDATE (skips its confirmation dialog) under a 60s watchdog — an older uninstaller that ignores the flag gets killed on timeout instead of hanging the whole update
Services are stopped through the host itself: the installer now runs os.exe --stop-all (graceful, parallel, with the host's own stop semantics) plus -internal --uninstall-refresher, replacing the raw WMI StopService path that bypassed the management chain and caused odd stop-order/residue issues; hosted services are restarted after install via os.exe --start-all

Source-level binary rename: the cargo bin targets are now osmium / osmium-kits — published artifact names are unchanged (osmium64.exe / osmium32.exe / osmium64-official-kits-v26.12.2.osx / ...)
Plugin stderr error prefix renamed to osmium-kits error: (plugin development docs updated accordingly); the exe FileDescription metadata is now osmium
Changelog split into CHANGELOG.md (CLAUDE.md keeps only the assistant rules); kits test bootstrap hardened with a shared ensure_built fallback
