Given some more thought I'm pretty sure this is related to bug 451 which is about a construction being removed from the OSM without being added to the unsupported file. This is the material in question that caused the construction to be invalid. I assume that the duplicate copy of the material was mistakenly added instead of the construction which should have been added.
