Add Rayleigh Test

• Insert the Rayleigh test in SERI QC after the diffuse low limit tests (line 1110-1114 from seriqc_script.py)

I don't see any difference in results after adding Rayleigh test. How to verify this?=> Check with the station with low diffuse data (PSP) (e.g., SRRL1). You should see some difference.
