v0.0.1: fix(build): make release signing conditional for CI compatibility

SigningConfig "release" was missing storeFile in CI because
local.properties has no keystore credentials. The signing config and
its assignment are now guarded by a hasReleaseSigning check, allowing
assembleRelease to produce an unsigned APK in CI while still signing
in the release workflow.
