Catalog and contribution experience

The README now explains the project in the first screen, offers task-based selection, compares
stylebooks with generic prompts, and shows original miniature rewrites. CATALOG.md provides
the deeper browse view. The matrix now distinguishes artifact, formality, personality, and
precision. New issue forms collect source authority, differentiation, licensing, and concrete use.

Provenance and safety

Every addition has an exact source record. CDC and SEC are open/public-domain grounded. NHS,
W3C, and NASA use conservative reference-only treatment. None of the additions claims source
organization endorsement, certification, legal or medical compliance, standards status, or
publication approval.

ASD-STE100 remains a research recommendation, not a production skill. A future adapter should
use a user-supplied official Issue 9 copy at runtime and must distinguish general controlled-
English assistance from a verified check against that copy.
