In OGNT there doesn't seem to be any delay at all. You're allowed to reload instantly with any gun.
In NT;RE we're using the basecombatweapon code which doesn't allow you to reload faster than the weapon cycle time.

To Reproduce

It's most noticeable on guns with slow cycle time so equip an SRS.

  1. Fire a bullet
  2. Hold the reload button.

Expected behavior

The gun should reload immediately

Actual behavior

It takes a second before you start reloading.
