Fixes for the following issues:
- The ‘Metal Frame’ technology is not unlocked correctly. This can (I think) be worked around by tasking a firefly to manage the workshop, who can then forge metal frames without the tech unlock.
- The ‘manage the workshop’ NPC job is also broken.
