The panel says it is measuring instead of sitting still through several STUN
round trips, and it raises an alarm when the network cannot reach a peer
elsewhere - in two levels, because 'nothing works' and 'only this network' are
different failures. The second is what a 5G phone shows, and it was silent.
offNetworkRisk and offNetworkBlocked are exported at last: the judgement the
alarm renders from was unreachable by any consumer, the exports map offering
only '.' and './elements'.
And the IPv6 row stopped blaming the network for what is a browser's choice -
the same phone on the same Wi-Fi reports differently in two browsers.
