Alynt Drime Backups Uploader 0.5.13

Patch release for the V2.1 Request Backup Now pilot. Fixes remote action worker completion so scans with no new candidates succeed without scheduling unnecessary upload work, and an already scheduled upload worker is treated as available instead of a failure.
