v1.1.0 - structural redesign

This release is the structural redesign of the archive's reader surfaces. It
changes how the repository is organized, navigated, and presented; it changes
no census figure, no registered claim, and no manuscript content. v1.0.0
remains the initial release of record, and the manuscript's Data Availability
citation (release v1.0.0, root commit 5b4c27b) continues to resolve.

Comment-window surfaces

• The comment pages (COMMENT.md, the /comment/ page, the take-action kit)
  state the Form HUD-27061 comment deadline in deadline-anchored form:
  comments are due August 11, 2026 (91 Fed. Reg. 35,697), with the July 12,
  2026 record cutoff stated and readers directed to the official docket for
  any later development. Both ICR outcomes -- renewal or an unrepaired
  expiration -- remain stated as open on every status surface; the section
  553(e) petition materials remain the durable route. Retrospective
  retirement language ships in a post-deadline update only after closure is
  verified on regulations.gov.

Structure

• TAKE_ACTION.md moved to action/TAKE_ACTION.md;
  LIMITATIONS_AND_NEGATIVE_RESULTS.md is consolidated into
  article/EVIDENCE_AND_LIMITS.md (with a new reproducible-versus-judgment
  table); CREDITS.md folded into THIRD_PARTY_NOTICES.md. Every moved or
  consolidated root file leaves a forwarding stub, so no inbound link breaks.
• article/READER_GUIDE.md is a one-page router: what is canonical versus
  supplementary versus historical, which surface answers which question, and
  where the evidence boundary lives.
• article/THE_ARGUMENT.md is rewritten as a fifteen-minute read: six
  sections, the wide doctrinal tables converted to headed prose, no action
  deadline, no methodology discussion. The census claim block and every
  registered claim string are byte-identical to the prior version.
• Appendix C is organized into two labeled parts -- the public administrative
  record (secs. C.1-C.3) and the author's participation and analysis
  (secs. C.4-C.6) -- with section numbers and anchors unchanged.

Pages site

• The site now has a local layout and stylesheet (skip link, semantic
  landmarks, breadcrumbs, primary and footer navigation, print styles, light
  and dark from the system preference, WCAG AA contrast, no JavaScript) and
  six content pages: /argument/, /evidence-and-limits/,
  /administrative-record/, /methods-and-replication/, /download-and-cite/,
  and /accessibility/. The accessibility page states what is tested
  automatically, what is not yet tested, and how to report a barrier.
• Every census figure on a site page renders from _data/series.yml, which
  is generated from the series of record; no census number is hand-typed
  into a page.

Verification

• A twentieth release check (scripts/check_generated_surfaces.py) verifies
  that the generated surfaces (claims index, site data) match their sources,
  that dated status lines on the record pages are no older than the newest
  chronology event (the gap class behind the v1.0.0 record-README staleness),
  that stated appendix counts match the files present, and that the footnote
  index carries every registered pointer route.
• article/CLAIMS_INDEX.md is the generated, reader-facing rendering of the
  claims ledger; the gate fails if the two drift.
• The claims ledger's evidence routes are typed. Twelve rows recorded only
  "primary source as cited; full audit memorandum retained privately." Ten of
  them are supported by material already committed here and now name it: the
  archived 1989 Part 121 promulgation, the Part 121 and Part 8 regulatory-text
  captures, the NSPIRE final rule, PIH Notice 2022-03, the HUD-50058 field
  specification, and the HUD OIG report. The two case rows name corpus
  membership in the published database and direct the cited proposition to the
  reporter, because the minimized public projection carries no opinion text.
  The remaining two rows have no public in-repository artifact -- 24 C.F.R.
  Part 100 regulatory text is not archived here, and the supplementary
  Loper Bright ratchet analysis is retained privately -- and now say so
  plainly. Reported coverage moves from 41 to 51 of 53 rows carrying a
  claim-specific public route; all 104 path routes resolve.
• results/README.md is tiered explicitly (current citable / supporting /
  as-run validation records, with an index of the frozen run directories);
  method/prompts/MANIFEST.md states each frozen instrument's task and
  attribution; record/hud-27061/source_manifest.csv states each archived
  document's date, agency, status, and cited proposition.

All twenty release checks pass on this tree.

v1.0.1 - correction and curation

This release corrects errors identified in post-release review and completes a
curation pass. v1.0.0 remains unchanged as the initial release of record; the
manuscript's Data Availability citation (release v1.0.0, root commit
5b4c27b) continues to resolve.

Corrections

• Appendix M, sec. M.4 — the Form HUD-27061 Federal Register citations
  misattributed two unrelated documents and described a "Final Notice" that does
  not exist in this sequence. The corrected sequence: 60-day notice, 87 Fed.
  Reg. 58,524 (Sept. 27, 2022); 30-day notice, 88 Fed. Reg. 5,370 (Jan. 27,
  2023), which carries the reversion to the narrower instrument; OMB approval
  June 13, 2023 (ICR 202301-2535-001).
• Appendix M, sec. M.9 — the 51-jurisdiction QAP scan now states its
  arithmetic explicitly: 3 retrieval errors are excluded; the four categories
  sum over the 48 non-error records; the 7 manual-review jurisdictions are
  counted within the None category.
• record/hud-27061/README.md — a stale "not yet published" renewal row is
  replaced with the June 12, 2026 notice (91 Fed. Reg. 35,697; comments due
  Aug. 11, 2026) and the expiration-passed, both-outcomes-open posture.
• CITATION.cff — the abstract no longer implies that privately retained
  doctrinal-audit memoranda are contained in the repository.
• method/METHODOLOGY.md — the raw-output publication claim is scoped to the
  validation ensemble; the primary pipeline publishes adjudication-tier
  metadata (boundary: method/SYSTEM_MAP.md).
• Document-level figures — six superseded document-level decline figures now
  carry inline supersession labels at the point of use.
• Manuscript mirror — synced to the final pre-publication draft
  (refinements to notes 106, 157, 166, 171, 175, and 176).
• scripts/make_figures.py — restored, so the committed figure generator
  scripts/make_fig1.py runs from a clean clone.

Curation

• The three public datasets are minimized projections: five free-text fields
  removed; every registered baseline re-derives unchanged from the published
  files.
• article/CLAIMS_LEDGER.csv is now the 53-row article ledger, and a new
  release check verifies it row-by-row (99/99 evidence routes resolve).
• The README leads with the Note and its reader routes, and the timeline
  caption carries the three notice dates and citations in text.
• Figure 1 titles are neutral descriptions ("Case composition and
  qualifying-judgment rates"); all plotted values are unchanged and
  guard-checked.
• The social-preview card is a restrained typographic design
  (scripts/make_social_preview.py).
• Dependabot updates are grouped on a monthly schedule.
• The methods overview is retitled (method/METHOD_SPECIFICATION.md) and
  agreement statistics are reported with numeric bands.
• The appendix count reads fifteen consistently across surfaces.

All nineteen release checks pass on this tree.

First public release of the research and replication archive for "Duty Without Data: Disability Fair Housing and the Record-Dependent Right," forthcoming in the Arizona Law Review.

The archive holds the manuscript, the appendices, the Form HUD-27061 administrative record, the case-level outcome census and its validation audits, the comparator and cost-burden analyses, and the model Section 553(e) petition materials.
