v0.7.0 更新

ENTRIES.VCD 虚拟章节自动细分与精准时间寻轨:
- 自动解析 ENTRIES.VCD 扇区 MSF 时间码，将单文件多节目的连续 MPEG-1 视频流细分为独立的虚拟章节轨道。
- 新增 VideoPlayer::new_with_seconds 与 VideoPlayer::set_clip_range，支持章节间零拷贝瞬时跳转，无需重新读取磁盘文件。
- 浮动视频控制栏、进度拖动条、键盘 $\pm 5$ 秒快进快退及荧光绿 CRT OSD 时间码均严格限定在当前虚拟章节时长范围内。
格式规范支持度矩阵:
- 在 README.md 与 README_EN.md 中新增跨 VCD 1.0/1.1、VCD 2.0 (标准 PBC)、VCD 2.0 (扩展 PBC-X)、VCD 3.0 以及 Super VCD 的全景特性支持矩阵。

界面消隐与视口无闪烁纹理更新:
- 彻底消除点击虚拟遥控器数字键、多位数字超时自动确认以及曲目切换过程中的单帧黑屏闪烁问题。
- 使用原位刷新管线（TextureHandle::set）替代原有的破坏性重置释放（self.texture = None），保证画面平滑过渡。

发布分发与安全更新体系升级:
- 强制使用 HTTPS 协议进行版本检测与增量更新，下载源迁移至 https://download-releases.nimitz.io/vcd30。
- 调整自动化 Release 发布工作流，产物与 version.json 元数据统一归档部署至 /vcd30 目录。

- Automatically parses ENTRIES.VCD sector MSF timecodes to subdivide continuous MPEG-1 video tracks into independent virtual chapters.
- Added VideoPlayer::new_with_seconds and VideoPlayer::set_clip_range for instant chapter seeking without reloading media files from disk.
- Bound UI progress slider, elapsed timecode, $\pm 5\text{s}$ keyboard seeking, and green CRT OSD display strictly within active virtual chapter boundaries.
Specification Compatibility Matrix:
- Added detailed format feature support matrix across VCD 1.0/1.1, VCD 2.0 (PBC), VCD 2.0 (PBC-X), VCD 3.0, and Super VCD to README.md and README_EN.md.

Zero-Flicker Viewport Texture Rendering:
- Eliminated single-frame black flicker during remote control numeric keypad clicks, digit input timeout confirmation, and track switching.
- Replaced destructive GPU texture discarding with in-place texture content updates (TextureHandle::set).

Release Distribution & Secure Updates:
- Enforced HTTPS download and update checking via https://download-releases.nimitz.io/vcd30.
