fix: stamp binary version from git tag at release time

Cargo.toml was stuck at 0.0.3-alpha so all release binaries reported
the wrong version regardless of the tag pushed.

- Bump Cargo.toml/Cargo.lock to 0.0.5 (current baseline)
- Add 'Patch version from tag' step to each release build job;
  strips the leading 'v' from GITHUB_REF_NAME and rewrites both
  Cargo.toml and the graylog-cli entry in Cargo.lock before nix build,
  so CARGO_PKG_VERSION baked into the binary matches the release tag
