pin pywikibot version

warning when installing:

batchuploadtools 0.2.4 has requirement pywikibot==3.0.20180603, but you'll have pywikibot 3.0.20190129.dev0 which is incompatible.

i.e. should we pin the version in requirements.txt?

Probably best to switch it to the pypi version. I.e. change it to just pywikibot alternatively it can be pointed to the stable release.

batchuploadtools should probably be changed to say that version or later
