NotchArrowUtils v1.0.0 Release

I feel confident marking this as an official release! ModMenu has helpful tooltips to guide users through the settings, /utils preferences and /utils help have received their end of life and rework respectively, and one or two more settings have been added to test the ModMenu system more.

Further releases will focus on QoL features working off of this strong foundation and testing ground. This is my first Minecraft Mod and I feel that I can work well with the tools and systems that I have created to add additional functionality with stability.
