Docs: Action Plans, Control VapeDetect Relay action

In action-plans.md, the instructions to create a "Control VapeDetect Relay" action should be reviewed and updated as needed.

Specific questions:

1. Is a "VapeDetect Relay" the same device as the duct-mounted sensor? If it is, what's the use case for this action? Apparently it would just turn a VapeDetect sensor device on or off, is this meant to shut them down when they wouldn't expect to be needed (like during school vacation) or when they're scheduled for periodic cleaning?
2. The "Delay/Hold State Change" options indicate the time is "(ms)" or milliseconds, which means someone would have to put in a value of 1,000 just to get a one-second delay. Is that correct? I'm sure there are use cases where someone would want a delay short enough to be measured in milliseconds, I just feel like that might need a little emphasis in the documentation. Additionally, I'm unsure what's the purpose of having a delay before a VapeDetect sensor would be turned on or off.
