General Changes:

• (Bugfix) Fixed some remaining Canadian cores in Commonwealth.
• Raised starting Commonwealth literacy to 60% (base start for Canada)
• Removed Boer accepted from Commonwealth
• Commonwealth now starts in british sphere.
• Gave Commonwealth a better flag.
