Nymrel Agent v0.2.0

Adds the explicit nymrel.agent.route/v2 contract with request-budget cost and latency anchors, deterministic Pareto-frontier receipts, and separate HTTP, CLI, and MCP entry points. The existing v1 contract remains compatible. Public routing stays metadata-only; prompts, provider credentials, customer information, and model execution remain outside the hosted router.
