UI Enhancement: Default library option possibly being connectSpec.

When a user first utilizes the platform after the update the first library shown is the CCTS library. Given that connectSpec is the main library for the tool it should default to connectSpec on the first instance and then continue to be user selected/persistent like it currently is doing.

@smorgan19 One possible approach is for the administrator to choose and apply a default library. However, as you may know, we are considering adding libraries other than connectSpec in the future. In that case, we may also need to consider applying the default library on a per-user or per-group basis. @kbserm @jim-wilson-kt Please let me know what you think on this.
