OAS v0.19.4
Release-pipeline follow-up for the documentation refresh.
- Makes Desktop server tests independent of a repository-owned deployment lock
by constructing their capability-agent deployment explicitly. - Allocates ephemeral loopback ports instead of choosing a collision-prone
pseudo-random development port. - Keeps live-checkout parity diagnostics tolerant of deployment-local package
skew while retaining the unconditional isolated parity proof.
No runtime contract changes from v0.19.2.
