[14.0][MIG] pricelist_brand: Migration to 14.0

This PR migrates the pricelist_brand module to 14.0, replacing #122 with the following fixes applied:

• Added missing AND (item.active = TRUE) filter in SQL query
• Added 'active' to the lush() call
• Added ondelete={"25_brand": "set default"} to �pplied_on selection_add
• Removed _onchane_rule_content override (adding product_brand_id as trigger causes the base onchange to reset �pplied_on to 3_global for users without group_sale_pricelist)
• Squashed into a single clean commit
• Removed unnecessary depends (sale, product)
