3.0.37 change in counters and export details

What's Changed

• disable reopen feature
• total number of requests in dashboard should match the total number in csv
• another CSV column with information about the dataset: active/deleted/migrated (to normal dataset)
• store dataset metadata at the request level so that it doesn't get lost if the dataset is deleted
• when export improve the time by doing a package_search instead of package_show for each dataset
