Legacy loader for the 3.3 line: non-namespaced AccessibilityBlockPlugin.inc.php
via import('lib.pkp.classes.plugins.BlockPlugin'), index.php require_once, and
5-letter locale folders (en_US, es_ES, it_IT, de_DE; pt_BR, fr_FR unchanged).
Template, settings and behaviour are identical to the 3.4/3.5 branches.
