Add controlledVocabSplitter 1.0.0.0 for OJS 3.5

Splits keywords, subjects, disciplines and supporting agencies that were pasted
as a single line into the separate terms the author meant.

One rule set is applied in two places: the vocabulary field splits what is
pasted into it, and the controlled-vocabulary repository applies the same rules
on every write, which covers the metadata form, the submission wizard, the REST
API and the native XML import.

Includes the regression suites, a Cypress functional test and a command-line
tool to repair an archive stored before the plugin was installed.
