SDK 1.14, BT-687 (Exception to the application of the IPI Measure).
Code list (international-procurement-instrument-application):
no-exc - No exception
one-tend - Exception only one tender
pub-int - Exception public interest

In Regulation (EU) 2022/1031 in Article 9 are listed two exceptions when contracting authorities and contracting entities may on an exceptional basis decide not to apply an IPI measure with respect to a public procurement procedure where:
(a) only tenders from economic operators originating in a third country subject to an IPI measure meet the tender requirements; or
(b) the decision not to apply the IPI measure is justified for overriding reasons relating to the public interest, such as public health or protection of the environment.

We would kindly ask for the explanation, of which option from the code list (international-procurement-instrument-application) in eForms can we place point (a) from Regulation (EU) 2022/1031.

Hi Ajda,
As this is not an SDK issue, I change this issue to a discussion instead.
This also an implementation concern but more a request for clarification on the condition of use of the IPI exceptions.
For this non technical question, I recommend you to get in touch with GROW, may be using Gitlab.
I understand that the (a) exception may be used when only tenders originated from countries under IPI actually meet the requirements. I also understand this is a necessary condition but am not sure this is enough. GROW will most likely be able to answer this.
