A batch of plugin improvements, adapted from downstream UAT work. The manifest stays pinned at 0.9.0.

  • /paideia:reindex — a new command that idempotently migrates retired tier markers to the canonical vocabulary and materializes the nature and phase axes of errors/log.md into the on-disk schema (header keys match data keys), all without re-running analyze.
  • verify_tool.py — stronger symbolic grading, made reachable by default via consent-based install.
  • analyze — partial on-disk commit so a timeout leaves a real partial index instead of zero files.
  • A human override path for misgrades.
  • errors/log header and data schema parity (source, nature, phase).
  • Per-step symbolic grading badge.
