- The dummy-version mechanism: skipped counters with all-zero commitments, and
UpdateResponse.skipped_versions, which is decoded but whose interaction with §9.1's ladder set is unspecified — see the DRAFT-12 issue.
§14.1's CredentialUpdate.position gained a clause on 2026-07-28: it is the first distinguished entry right of the search's terminal entry, or the terminal entry itself if that is distinguished.
