* Composed situation tasks: validator, proxy and local testing

- The validator runs composed situation tasks through the session boundary on
  oro-env-runtime 3.0.2; the older task interventions and shims are removed.
- The inference proxy serves exact routes. The shopper's decisions route is
  validator-only and pinned to its reader model; agents can only list models.
- Local testing runs the bundled composed practice pack, refuses race
  configurations, and names each failed or partial episode's failure classes.
- Docs: how a task is scored and the failure categories.
