* fix(validator): policy_view.max_steps is the task's own step limit

Packs with per-task step budgets state each task's limit in its params (max_steps); the
session registry served the pack-wide ceiling instead. Serve the task's value when present
and valid, else the pack ceiling, so older packs are unchanged. The miner guide states it.

* ci: drop setup-python's pip cache in the unit-test jobs

Dependencies install with uv, so pip's cache folder never exists and setup-python's post step
now fails the job after every test has passed.
