Fix batch script admin privileges check in some cases on Windows 11 24H2 (#37)
- This could cause the install program to get stuck while (un)installing
- No changes to SpotlightDownloader itself, only batch scripts

There are two versions:

.NET4 release for Mac, Linux, Windows 7 and greater: Use v1.5.0
.NET9 release for Windows 10 22H2 and greater: Use v2.0.0
