This PR replaces the old style license declarations with the standardized SPDX License short identifiers.
What was done:
Converted COPYRIGHT: (C) headers to SPDX-FileCopyrightText +
SPDX-License-Identifier: GPL-2.0-or-later across 838 source files.
"GRASS Development Team" → "Other GRASS authors". Named holders
preserved verbatim.
Skipped (unchanged): 98 third-party files, 59 named+team co-holder
files needing author review, 75 team-only files missed by regex,
4 external-author files, 3 non-standard files. Text file with hese files appened: skipped_files.txt
