v0.2.3: FIASSE v1.0.4 pin + securability skills tuned

Highlights

Updates OWASP FIASSE content to tagged v1.0.4, reorganizes the play and skills for clearer responsibility boundaries, and tunes the securability skills based on benchmark runs from the contributing Securability-Engineering/securable-claude-plugin.

What changed

• FIASSE data pinned to v1.0.4 — data/fiasse/ regenerated against the tagged v1.0.4 release; added section files for S3.2.x, S4.4.x, S4.5, S4.6, S5.3, S7.4, S8, and the new SA.x appendix series. Removed superseded S1.3, S3.3.x, S3.4.x, S6.3–6.5, S7.0, and S8.1/8.2 files in favor of the new structure.
• plays/tier1-code-analysis/securability-engineering-review.md — slimmed by ~470 lines; responsibilities split between the play and its companion skills.
• skills/securability-engineering and skills/securability-engineering-review — rewritten and tuned against the upstream benchmark plugin.
• skills/prd-securability-enhancement — new skill (PRD-stage securability enhancement) added.
• scripts/extract_fiasse_sections.py — extractor rewritten to support the v1.0.4 structure.
• THIRD_PARTY_NOTICES.md / CLAUDE.md / README.md — updated to reflect the new attribution and skill set.
