v0.2 - Obol's Pectra-ready Split contracts

The primary objective of the v0.2 release was to introduce the ObolValidatorManager smart contracts, designed to avail of Pectra's new staking features. These contracts have been audited by Nethermind. Refer to the audit/ folder for the full report.
